...it gives you the button presses required to unlock Waluigi. You have to switch over to Super Mario 64 DS on another console (DSi+), and then enter the button presses, while pointing the camera at the screen that told you the button presses. Now the nameless door in Super Mario 64 DS next to Wario's door will give you Waluigi.
Speak into the microphone, "Waluigi, I fought you in Starfy 3. Tell me more about how Wario ended up in the Starfy world" then Waluigi will say...

You unlock Terminal Velocity Act-2 from Sonic colors, except, instead of running from a black hole, you are being chased by the Nega-Wisp Armor, controlled by Waluigi! As you make your escape down the space elevator, Waluigi will do his best to do what Dr. Eggman could never accomplish, annihilate Sonic the Hedgehog! It will tell you that it's an incorrect password, but if you wait on this screen for exactly 2 hours, 24 minutes, 3 seconds the game will tell you to do a real life Starfy dance.
